The sample consisted of 1,019 teachers in basic educational institutions in the inspection area 15 in the 2007 academic year. Data were collected using a questionnaire. The statistics used for data analysis were descriptive statistics, correlation analysis, path analysis and structural equation model analysis. The findings were as follows. 1) Teacher leadership capacity directly affected teacher?s effectiveness and indirectly affected their effectiveness through the school climate. Teacher leadership capacity positively affected the school climate. School climate directly affected teacher?s effectiveness. 2) The linear structure relationship model was conformed to empirical data consisted of components as follows: teacher leadership capacity as an independent variable, teacher?s effectiveness as a dependent variable with school climate as mediator. Teacher leadership capacity and school climate revealed 88 percent of the variance of teacher?s effectiveness. (R2= .88) |

The sample was 108 basic educational institutions. A questionnaire and focus group technique were used for data collection. The data were analyzed by using percentage, mean, standard deviation, one-way ANOVA, t-test and content analysis from a focus group. The findings were as follows: 1. The overall SBM efficiency of the basic education institutions under the jurisdiction of the Office of Nakhon Pathom Education Area 1 was at a high level. When individual aspects were analyzed, the highest levels of efficiency were self-management, decentralization, people empowerment on educational management. participation, check and balance respectively. 2. The comparison between the schools' SBM efficiency regarding to schools' different sizes and locations revealed no significant difference. 3. Suitable measures to enhance the SBM efficiency of the basic education institutions under the jurisdiction of the Office of Nakhon Pathom Education Area 1 were 1) to develop administrators, teachers, and school councils about educational management regarding to participation of all the involving people, 2) to enhance planning system, team building, work assigning, educational resource finding, decision-making, evaluation, educational quality assurance, internal audit, public relations, law counselor appointment and 3) to establish administrative networks to support financial management. |
